Signing Paperwork

I received a verbal job offer Wednesday. HR told me they are going to get all the paperwork ready and send it over Thursday. I start Monday and they still haven’t sent anything over. I talked to a few people at the company and they kept saying they will send it over by the end of the day but they didn’t. Is this normal?

At my last job I filled out all my paperwork before the start day. Like the W-4 and other stuff. They also still haven’t told me how much I would be getting paid.

I’m lost. Someone help me.
