Final interview with HR? Is this common?

I’ve been working with an external recruiter on a open position at a company. I’ve already completed the three interviews via Zoom.

The recruiter said the firm would like me to speak to HR as a final step for 45 minutes. This is odd to me because each of the three interviews was only 30 minutes, and I’m wondering what HR would need 45 minutes for.

Normally, I’m accustomed to speaking someone from HR at the beginning.

Any idea what to expect?
