Long term gap in employment, how to fix?

I have been out of work for a few years now, and am being told by recruiters that they don't want to work with me because of this. They have said that employers want to "see you have been active in your career-field".

This is such a paradox though, how am I supposed to be active in my career-field without a job?

Have had others recommend that I start a business, even if I do nothing with it, so I can list it on my resume that I am actively working. Is this a good strategy? Would only cost me about $50 to do.
