Does making a lateral move when you hate the work you do make sense?

I’m 26, graduated college 4 years ago with a degree in social sciences. I have spent over 3 years working in fundraising and generally dislike it. My goal is to work in policy and advocacy. I’ve toyed with the idea of going back to school (to get an MPP or MSW with a macro focus) but for now, due to a number of reasons, I think I’m ready to find a new job. I feel like I’ve definitely hit my limit at this job. If I stay, I will definitely get a title promotion (think assistant to manager) in the next few months. But I am afraid that it will not have any more responsibility and that I’ll get pidgeonholed here. I am absolutely certain that a promotion would not give me any additional work due to what I know about my team and my department.

I have an interview for a position on a policy team doing the exact same entry level type work at another job. I hate doing administrative work. I don’t like being someone’s assistant. I want to own projects. But I’m wondering whether it’s worth making the lateral move into a new field and getting experience with that vs. getting a promotion here where I’m not super happy.
