Applying to salaried/contract jobs this time of year(late November/December): Good, bad, or neutral?

My intuition is telling me this is an awful time to apply to jobs that are salaried/contract because people, managers included, are mentally checked out for the month.

But it could also be that everyone I'd be applying with is also checked out, so it evens out.
