I am currently in the application process for a government position. I've passed the resume screening and online exam. The last step is a behavioural interview and one of the conditions is that they need a reference from a current or recent supervisor that can attest to the experience and scenarios I offer during the interview. My current employer does not know I am job searching.
A little background: I've worked at a fairly small office, approximately 15 people, for almost 10 years. I've been capped at my role and responsibilities for the past 7 years but I get yearly cost of living raises and occasional bumps in my salary. I get paid fairly for my industry and my boss and company treat me well but I'm looking for longevity and a larger boost in income to supplement living in a high cost of living area; this government position will provide a 24% increase in salary with potentially better benefits, pension, work from home, and growth. There will be negatives as well, such as taking on more responsibilities that I am not exactly qualified for at the moment, and working in a much more competitive and high stressed environment.
If I ask my current supervisor, which is essentially the boss, it would jeopardize our otherwise strong relationship. I could get references from a couple of colleagues that have left the company recently but may not fulfill the requirements that the government position seeks. If this position does not work out, I am perfectly happy staying at this current company so I do not want to strain the relationships and have them worry I am unhappy and wanting to leave. However, I would also feel regretful if I was denied this position solely for not being able to provide this reference.
Some options I've been contemplating:

Go through with the interview and negotiate the reference policy afterwards.

Email the government position ahead of time explaining my situation and see if they have alternatives or if they'll accept the colleagues' references instead. If they do not accept alternatives, may have to consider withdrawing the application.

Tell my boss that I'll need his reference for an opportunity I'm pursuing. How should one approach this?
