I rarely have any work to do at work, is this normal and what should I do?

Hello all! As some back story, I graduated college back in 2018 and had a job where were I worked for 7 months and left due to rarely ever having work. In January, I started my new job and ~10 months in, I’ve been in the same exact position. In any given week, I may have 5 hours of work on a busy week. I’ve spoken to my boss about this and he doesn’t do anything about. Most of my other coworkers are pretty busy and don’t have much time to train me on anything and only give me menial tasks if they need help with something. Thus I generally end up creating random projects or trying to learn something new.

My question is, what should I do in all my free time and is this normal?
