Asked for Letter of Recommendation from Boss for School

A few months ago, after being disappointed with my career, I've decided to pursue grad school to help improve prospects and get better career development. I am looking at programs that are related to the field that I'm already working in. As part of the application process, I need to submit letters of recommendation, from professionals or academics. I asked my boss for a letter of recommendation, but the response he gave was affirmative, but also off-putting because he was more thrilled that it wasn't going to be a standard "two-weeks notice." He liked that he could take his time finding my replacement. He agreed to write a letter without hesitation, but I'm confused and uncomfortable with the situation because I never said I would quit, nor did I say I would stay. I have no answer about employment as I'm still in application process and won't know anything until I actually get in. I'm giving him month to write the letter but I'm not sure I want to continue to stay regardless of what happens knowing he's already planning for a replacement.

It seems like he's been wanting to get rid of me, but can't find a legal reason to let me go or terminate me. I am a top performer with many good reviews. I will say the organization I am with is very flat, with not much that can be offered when moving up, but I'm not sure why he is shying away from me and my potential. Never had any discussions about growing my skills, development, or anything about my career plans.
