Reach to company recruiter/HR to past jobs I applied for?

So I am job hunting again. I’ve decided to reapply to two company I apply for in the past. Also note that I work in film industry. The first one I apply for before I got my current job which is over a year and a half ago . This is also before I got the industry experience at my current job. I made it up to in person interview and didn’t hear back. The other is a company I applied for 3-4 months ago and I got to second round of in person interview and then they went with someone else but left on a good note.

I feel I can excel at both companies and positions. Would it be bad if I email the recruiter from the first time and tell them I’m reapplying and to consider giving me a second chance?
