Advice on how to handle a referral.

A former co-worker/friend reached out to me to put her in touch with one of my connections at another company for a position she saw posted online. I told her to send me her resume.

I got her resume and it's horrible. It's three pages long and full of fluff that I know she did not do in her previous role. She wants to apply for an IT position that she is definitely under-qualified for. I feel it's not my place to tell her that she's not qualified nor do I have time to help her clean up her resume. I now don't want to refer her to my contact; it's embarrassing and would reflect badly on me.

I don't want to hurt her feelings, not sure how to approach this. Looking for advise/suggestions on how to handle this situation.
