Reconnecting and maintaining networks?

I want to learn how to reconnect and maintain networks. For instance, certain people I met or reached out to in the past, we met up a few times because I needed their advice on progressing my career in a specific direction. And then the connection usually dies down.

Or past employers who once guided you or mentored you when you were employed in their department or under them. I’d like to build a network of people and maintain it as I go along. How do people do this? What should I even email them saying?
