Taking PTO before putting in 2 weeks?

Hello, I was wondering if it was in bad form to take your remaining PTO then when you come back from your vacation put in your 2 week's notice. I've heard that it is usually not necessary that the company pay you for any remaining PTO time. I do work for a state government (TX) institution so I'm not sure if they have a specific rule that says employees must be paid their remaining PTO. I know it's definitely bad to say 'hey i'm quitting' then use up your PTO in the remaining 2 weeks, but not sure about doing the PTO before quitting.
