Extremely loud coworker

I'm in an open office and the department next to mine has an extremely loud coworker. Literally every time she opens her mouth she sounds like she is yelling, I have never heard her whisper in my life. It's like she doesn't have a volume switch. Every time she opens her mouth I am completely distracted from my work. How do these people not understand that it's not appropriate to yell in an environment where people are trying to get work done? Have these people never visited a library?

That leads to my questions, how do I deal with this problem. I am pretty new here so I don't want to directly confront her. The fact that nobody has confronted her before though surprises me. Maybe I am the only one that has a problem with her?
