Back Pay. Promised a raise and received documentation of said raise ... never received it but others have. What do I do?

I’ve already reached out to Payroll and they advised for me to contact my manager as they were the one to have submitted the wage increase documentation.

I was notified of the raise in late September and it would’ve kicked in Q4/October 1st.

I’ve alerted my manager as suggested and was advised that she would check on it. At what point do I file a complaint to my HR department or go a different route?

I’m obviously pretty upset. I’ve calculated the difference and it isn’t much BUT it doesn’t change the fact that 1) I wasn’t provided my raise as promised and only found out because I checked my most recent paystub and 2) others have gotten their raise.

Any help would be appreciated.
