How did you transition from administrative support to a higher-level administration, project management, or programmatic position?

I have a bachelor's degree and 7+ years of experience in concierge-level customer service, administrative and executive support, and office management, including payroll, HR administration, operations, and budget analysis. I make $36K a year with great benefits.

Currently I'm in higher ed administration and I like being at a university but I am tired of administrative support. It is exhausting and thankless. I go above and beyond and am seen as the glue that holds my department together. I'm recognized across the division as an excellent employee, but my proposal to be appointed to an open programmatic position that I'm qualified for was recently... well, not overtly rejected so much as met with no response then continually pushed off and ignored until it was clear it was never going to happen.

Around me, I see highly competent employees getting stuck forever in administrative support roles. It seems like the better you are at it, the less willing anyone is to promote you out of it. If you or someone you know broke free, how did you do it?

How can I advance to a higher-level administrative (not support!) position with more decision making authority, a project management position, or a more student-directed programmatic position? I'd like to either make more money or have my job be more autonomous and meaningful, or both.
