BF was asked to fill out Tax Form but wasn’t offered position yet?

Hello,

My boyfriend has been job searching for over 6 months now, and he just finished an interview with JP Morgan Chase for a bank teller position last week. He received an email with them asking him to complete a tax form for a Work opportunity Tax Credit. Does anyone know what this means? We got a little bit excited for don’t want to get our hopes up too high.
