The company whose internship offer I had turned down a year ago has advertised a really good full-time position. Best way to approach this in the application process and increase my chances?

Backstory: In 2017 applied for two internships at two companies, A and B, and had been selected for both after interviews with the managers; I ended up choosing A over B, but the choice was really tough (A was a small company who could give me lots of experience, while internships at B, an international company, seemed less exciting and more clerical; I'm glad I made that choice, as company A, while really small and with little room for advancement, has basically given me a multifaceted skill set.)

Now, company B has advertised a very good position that matches my skills. They don't do that very often and I want to apply (duh). Should I contact the manager I interviewed with in 2017 to express my interest and ask for more questions? Would reminding them that I had chosen something else over them be a bad thing? If not, how should I approach this?
