How to negotiate​ salary at a very small company?

Soon-to-be college graduate. I have a 3rd interview with a small company - this is a "meet the team" lunch. I have only interviewed with the owner - who is definitely not the "hiring manager" type - he runs the company. Interview was informal and didn't include any of the typical questions, I basically guided him through an indepth version of my resume/skills.

In the second interview we discussed salary. It's around what any entry level person in my field would make - but its located in a city, so I would very much like to negotiate it at least 10-15% higher. Him mentioning it definitely threw me off. he asked if that was okay, and I said that was around what I would expect to make, given the responsibilities/location. When he asked me this, I was unaware of 2 things:

- This is a new position so a salary wasn't in place already.

- He will be moving the office to an adjacent, more expensive city in December (before I would start).

I've researched negotiations but I honestly feel like its so different for small companies. He's not trying to low-ball me, so I'm worried asking for more than I want will backfire on me. Any tips would be very appreciated.
