Accepting New Job vs counter offer for Current Job

Hey there, Pretty young here, just turned 20, and not graduating uni until end of 2020.

Im currently working in an admin job that pays pretty decently ($23/hr), and is quite flexible with my study arrangements. I like the workers and management has been good to me. The only downsides are that it doesnt really relate with my degree (finance and infosys), and that its quite a small but succesful business with only around 6 employees (limited room for growth).

Doing random interviews to build my interview experience, I actually managed to get offerered a role in the finance department of a local council, that pays much more (around $33.5/hr). The only downsides is the longer commute and less flexible hours.

I will be bringing up this offer with my current employer next week and see how it goes from there.

My main question is on your experience with counter offers from your employers, and whether or not staying worked out for you.

Should i take the opportunity and risk with the new role, to build my experience and connections early on in my university studies?

p.s. The only reason why I'm confident that there may be a decent counter offer is that besides the family running the business (about 3 staff), I'd be the most knowledgable and best performing employee by a pretty large margin.
