Passed up for a promotion

So I started working at my current company almost a year ago. When I was a little over a month into the job my current manager was talking about how well I was doing to another manager and the manager of the other department wanted to use me part time in her department and keep me part time in the department I’m already in. This would have advanced my career and would have been a decent pay bump. I was upset about this when I found out but my manager had been telling me that because our company is growing that they are going to have a new spot for me in my current department that would be a promotion so I decided to let it go. Now it’s starting to look like that’s not going to happen. I don’t want to burn the bridge with my current manager because I actually do like him and he treats me well. I’m not really sure what to do about this. If I go to the manager of my whole location I think that she will go back and tell my manager everything I said. We are a fairly small company (around 350 people). Would it be overstepping to email my COO who I have met twice? And tell the story about what happened and that I feel like I’m being held back? This has kind of ate me up so much that I’m starting to look for new jobs,
