Contract says "Employee has the right to withhold final paycheck"

This is so they can recoup training costs. Anyone ever dealt with a company like this? In your experience will I see a smaller check or no check at all? Is this a regular thing? This is my first job in a "Right to work state" and have only worked in non right to work states in the past.
