Completely ghosted after interview

I just wanted to see if this was normal. I had an interview for a job at my university and I thought the interview went pretty well. We got along and she said my questions were really good after I asked them. She even told me all of the next steps of the interview process, like having another panel interview and what not. I heard nothing for three weeks so I emailed her saying I was still interested, and no response. I thought this was kind of rude, but maybe I’m very inexperienced and don’t realize this is the norm.
