Does this mean I cannot ever re-apply or ask for a recall? - US

I was laid off due to COVID back in August. This was in my severance. I saw they were hiring the other day:

/#. Employee agrees that Employee relinquishes any right to re-employment with the Company or its subsidiaries after the Effective Date. Employee further agrees that Employee will not seek, apply for, accept, or otherwise pursue employment with the Company or any of its subsidiaries. Employee acknowledges that if Employee re-applies for or seeks employment with the Company or its subsidiaries, the Company’s or its subsidiaries’ refusal to hire Employee based on this provision will provide a complete defense to any claims arising from Employee’s attempt to apply for employment.
