Is this a good sign a job offer is coming?

I interviewed with a company three times. They have been communicative with me the whole time, responding to emails of my questions and telling me I'm in the top of candidates. (I'm a bit nervous because salary/benefits were never brought up) I just followed up today because they said the decision would be made by today at the latest. However the decision will now not be made until Monday because one of the decision makers is out, and I should expect an email then. Is this a sign I could getting an offer then or is it more likely they have already offered the position to someone and are waiting on their acceptance before letting other candidates down?
