Is this grocery store I work for fair about wages?

I recently found out that my wage “caps off” at $12. Meaning I wont be making any more than that, no matter how many hours I make or how many years I work, unless the maximum is raised (or if my state’s minimum wage exceeds $12.) It came as a surprise to me because what I understood was that there was a certain small increase yearly, and another increase when you make a certain number of hours. But recently I checked how much my wage would increase in the next increment, and it displayed the exact same $12. I asked my manager if there was a mistake and they said it was the maximum someone in my job title could make. I googled it and it seems to be the status quo for the company. But I dont understand why this would exist and if I can do anything to protest it. Im bad at writing so please lmk if I need to clarify something lol
