19 year old experience-less college student looking for part time jobs. feeling hopeless... can anybody help me?

I'm a 19 year old university student with no previous work experience. I'm trying to get a part time job in retail or fast food, but also looking for web developer or tutoring positions.

I've been on and off looking for a job for the past year or so, but recently I'm really trying hard (applying to every applicable indeed posting within 10 km of my location, going on company websites, etc).

I know times are tough for everyone since it's a pandemic right now but my mental health has really taken a toll as it seems like I'm getting nowhere with the search. I'd often spend an hour and hours tailoring my resume (which is not great since I don't have work experience) and writing cover letters but end up getting no response at all or sometimes a rejection. A lot of these jobs don't even require experience officially, but I'm still getting ghosted.

I have a feeling that since I'm already 19 and have no job experience I'm completely doomed in the job search.

I just really want to make something out of my life and not sit here and waste away in front of my computer. But I'm losing hope

Does anybody have advice for someone with no experience or can lead me to some useful guides?

Sorry for the rant I'm just really lost right now and need some guidance.
