Offer on hold, not rescinded.

I received a job offer letter for construction project management two weeks ago. I counter offered them on salary, PTOs and job title (job title was a step below than advertised. It's important for future advancement). I got the revised offer back matching proposed salary and PTOs but not the job title.

I received it on Monday and was told that I need to reply by Thursday. Upon receiving the revised offer, I thanked them and inquired about the job title on the same day. No reply from them. On Wednesday, I called HR person and left a voicemail. No reply. I called again on Thursday which is the deadline and left another voicemail saying that there are a couple things I would like to discuss. Hours later, the HR person called me back and apologized for the late reply.

She said that the 2 projects got cancelled out of no where. And that they need to reconsider the offer due to the budget issue. She said that they are not rescinding the offer yet and she will call me in 1 week from now for the final decision. She emphasized that this completely caught them off guard and this is not how they operate.

With everything being said, did I piss them off with my persistent job title request when they matched all of my counter offers? Is there a new and better candidate they are considering? Or is what she's saying true? I guess no way to know. Given that this is out of state relocation job (for my family with 3 kids), I am concerned that even if they come back and reoffer me the job, I don't know if I can risk to take that job. It's like the trust is broken. I seem very vulnerable and expandable.

Is this a done deal? Any advice?
