Need Advice Regarding Supervisor

So I work at a small agency. So small in fact that we do not have an HR person. I’ve been working here for about 10 weeks and what I’ve observed (in addition to what I’ve been told by my coworkers) is that management is not really doing their job. Our director and assistant director appear to be super buddy buddy with each other and spend at LEAST an hour per day in one of their offices chatting about god knows what.

Now I understand that a lot of what a director does can go unseen by the general staff, but it shouldn’t be like pulling teeth to get them to pay us some attention. My supervisor has swung by my desk once since I started working there to see if all was well. It takes days, sometimes a week or more, to get a response to an email. We’re behind on one project by a month because the director isn’t doing her part. One of my coworkers was belittled by management, accused of screwing up a part of a report that actually was a mistake made by the assistant director. Add to all of this the fact that we have a very strict 8-5 work schedule with an hour for lunch, but it’s extremely rare (I’m talking once a week MAX) that they’re in the office before 10; yes they have some meetings outside the office and what not, but even days they don’t they’re late.

My coworkers and I are extremely frustrated. Short of forming a coup and contacting the board of directors secretly (which very well could backfire) I’m not sure what to do. We want to tell management about of frustrations but the fear of retaliation is real. Any advice?
