Applying AND messaging recruiters on LinkedIn

Thoughts on this tactic or if it's too much:

Pretty much gotten to the point(feel like it's desperation) where after I submit an application - I hit up one of the recruiters on LinkedIN.

Now if they don't have recruiters for their company and only an HR department - I don't send them anything.

Is this tactic too much? Shooting myself in the foot?
