New company

I have worked at my job for going on 9 years. There has been a lot of issues in the past with how the building has been ran. It is a city ran building that was ran by a board of directors . Recently the city has decided to turn the building over to a 3rd party management company . We are all terminated from the city and have to apply for this 3rd party company . That means we lose our sick time , our vacation time and have to start over if they decide to hire us . Just wondering if the city should have to pay out the sick time to us and if the loyal employees are getting screwed in this deal.
