What does “incumbent is in the process of learning basic skills” mean in this job description?

For this job posting, it states:

....Position calls for sporadic contact with agency personnel, matrix partners and company stakeholders as needed. Incumbent is in the process of developing basic skills. A large portion of time will be spent on basic financial analysis work....

What the hell does that mean? I thought an incumbent was a person currently holding the seat/position/office of something. So wouldn’t that mean essentially “the person who has this job that you’re applying for now is in the process of developing their basic skills”..?
