What's the protocol for calling your interviewer when they didn't call you back?

They emailed me and asked for 3 dates and times where they can schedule the initial call. They didn't call on any. That said, I do know that they're moving between offices/towns when we were scheduled to talk. I'd like to call, but don't want to appear needy or overly aggressive.
