My job wants me to work in a city I'm not willing to relocate to. What are my options?

Hi All,

I've been at my first full-time position out of grad school for about 8 months. I work in social services in NY. A few months back (November), my agency requested I work in a county about an hour and 15 minutes away from the agency. Initially, I was told half my case load would be in the county I live and worked in up to that point, the other half would be in the new county. I was quite new and didn't feel like I could say no. My office remained in the original county and I was to drive back and forth to provide services in this new county. There is no office in the new county, so I am scheduling appointments back to back, generally missing my lunch. We are suppose to have an hour paid lunch.

In the begining of last month, I was instructed to transfer the majority of my clients from my original county so I could "focus on the new county." However, there has not been any new cases for this county for a few months. I am completely burnt out at this point from driving the amount I am on the days I have appointments in this county. However, my case load is so small that now I spend most of my office days not doing much since my work for the month is generally completed by the middle of the month. It has also impacted the quality of services I can provide due to time restraints and a general lack of knowledge on this area.

I have a feeling the idea is to transfer me to this new county by myself eventually. I recently had a review which I did very well on. They have hung this idea of a promotion over my head since I'm qualified on paper and interviewed for a supervisor position around the time I began working in this new county, but I can't transfer to an area so far away for it. Outside of feeling burnt out, I also have to get my daughter on the bus for school in the morning. I would be atleast a half hour late every day if I permanently moved. That said,, I would also be home much later. My daughter has also had issues at school I couldn't respond to due to being in the car/out of the county. My significant other is feeling like a single parent. I'm also not willing to change my commute from about 15 minutes to an hour. I've been using an agency vehicle. The job was listed as the county I live in. I would've never applied otherwise. I just feel like someone who lives in this new county would be more capable of providing services there. I know the agency is actively hiring. Also, newe have denied working in this county before after saying they were ok with it during the interview.

The thing is I really like my job. I get paid well and the benefits are some of the best in the area. My supervisor is wonderful and I feel like they would be understanding. However, I feel like the program director wouldn't be. Is there a way I can approach this without being fired or denied promotions in the future?
